Nalut University records an active and distinguished presence at the Third International Scientific Conference on Drugs and Psychoactive Substances.

In line with its commitment to its scientific and national role, Nalut University made a significant and active presence at the Third International Scientific Conference on Drugs and Psychoactive Substances.

 The conference was held in the capital, Tripoli, from November 24 to 26, 2025, organized jointly by the Ministry of Justice and the Higher Institute of Judiciary, in collaboration with several specialized research, security, and judicial institutions. 

The conference was held under the title: "The Reality of Legislative, Judicial, and Security Responses to Drugs and Psychoactive Substances," and witnessed the participation of a select group of researchers and experts from various universities and judicial and security bodies.

 The Nalut University presented two specialized research papers that influenced the scientific and legal discussion of the conference: • 

1) Researcher: Mr. Haitham Bashir Al-Ajil •

Paper Title: "The Legal Responsibility of Addiction Treatment Centers: In the Balance of Justice Between Healing and Punishment."

  • The research focused on the fact that the legal responsibility of addiction treatment centers goes beyond the medical aspect to include institutional preventive responsibility. This responsibility is based on formulating regulatory and supervisory policies that ensure patient protection and the quality of treatment. 
  • The researcher confirmed that the protection of the addict is an advanced legal obligation that balances the constitutional right to treatment with the requirements of criminal justice. 

2) Researcher: Mr. Al-Ajili Muhammad •

Paper Title: "Issues of Proof in Drug Crimes".

  •  The paper addressed the complex challenges of proving drug crimes, particularly regarding the confidentiality of investigative procedures and reliance on special means of evidence such as recordings and surveillance. It also discussed the issues related to the admissibility of confessions and forensic laboratory reports. 
  • The researcher presented practical solutions at the end of his paper to ensure a balance between the effectiveness of drug enforcement and the guarantees of a fair trial for the accused.

 This active participation reflects Nalut University's commitment to enhancing its presence in national and international scientific forums, and supporting its researchers to engage in qualitative studies that address the threats facing Libyan society, foremost among them drug crimes and their negative impacts on national security and public health. These participations are part of the university's strategy, which is based on:

  • Support and guidance for specialized scientific research.
  • Developing balanced and modern legislative and judicial visions. 
  • Enhancing joint academic cooperation with justice, health, and security institutions. 
  • Active contribution to the formulation of comprehensive national policies to address this serious phenomenon.
